I don't know for sure what happens in this situation. I would expect that messages would be deferred with a 4xx error (temporary failure) of some sort if they can't be written to the queue. If the messages have already been accepted but cannot be delivered, they should still be in the local queue. "qmHandle -l" will show what's in the queues.

What's the best way to act in situations like this?

Do something to free up some disk space. ;) There might be some things (backups, logs, source rpms) in /usr/src/qtp-upgrade/ that you can get rid of in the short term.
