It looks like you have names extensions on (like accepting
russ-*@tidewins.com).
If true, you must enable in chkuser_settings.h
CHKUSER_ENABLE_USERS_EXTENSIONS.

Mail sent to my actual mailbox ([email protected]) goes through just
fine.
I'm looking around but can't tell what needs to change to bring this
