I assume you are talking about Ezmlm mailing list here, which is the
default mailing list software for Qmailtoaster?

I've found easiest to give the few Ezmlm admins access to the
postmaster account for their domain so they can set the different
Ezmlm options through Qmailadmin's web interface.

If this is not suitable for you, then I think your only option is to
use the remote admin functions of Ezmlm, which means sending commands
to Ezmlm via email (the FAQ should give you more info on that).

I think at least Eric has succeeded using Mailman, which I think
offers web based tools for their admins, instead of Ezmlm with
Qmailtoaster. I think there is a page about that in the Qmailtoaster
Wiki.
