A little more information would be helpful. Which version(s) of Outlook? How is it configured?

Can you tell if it's sending or receiving that's getting stuck? Check the logs to see if you can see a corresponding entry. Sending would be smtp or submission log, and receiving would be imap/imap3/pop/pop3 or dovecot logs. Sending and receiving are entirely different activities. Outlook makes them appear to be related, but they are not really at all.
