I don't know Jake's status presently.
Qcontrol was developed in part due to vqadmin being broken.
Vqadmin is now fixed, as are quotas (reportedly) in the current
vpopmail. My recommendation is to attempt to use vqadmin and qmailadmin
to control quotas, as I'm pretty sure there was quota work done on
vpopmail since the latest Qcontrol was released, which is some time ago.
