outlook excludes the brackets but includes the quotes and naturally it
cannot find a domain called : .com' with the single quote in the end.

however as per RFC quotes are allowed so qmail needs to check only the ends.

how do we tell qmail to neglect the quotes if they show up in the ends ?

I haven't heard of this problem with Outlook in the past.
Which version of Outlook is this?
Are you sure the quotes are properly paired?
Is this an address that was automatically added to the address book?
