Simscan is invoked by way of the QMAILQUEUE="/var/qmail/bin/simscan"
variable in the /etc/tcprules.d/tcp.smtp file. If the incoming
connection matches an entry in this file which does not have this
variable set, simscan will not be invoked.
Remember to run "service qmail cdb" after making changes to this file.
