When Outlook appears to send a message, it isn't really sent yet. Outlook has its own message queue, and will actually send the message after it tells the user that the message has been sent. This makes Outlook appear to be faster than it really is, and allows for sending messages while the computer is offline (are computers really offline any more these days?). Anywise, check Outlooks send/receive settings to be sure messages are sent right away.

webmail on the other hand sends messages immediately, handing them off to qmail-smtpd quickly, as the messages never need to leave the server (unless you have webmail on a separate host, as I do). In any case, when webmail says the message has been sent, it has indeed been sent (meaning accepted by the submission server).
