In fact after using that command once
# sudo shutdown -r now
after several reboots using
# shutdown -r now
# shutdown -h now
# reboot
The PolicyKit error seems to have disappeared altogether.
Hmmm....
I don't like mysteries.

# sudo shutdown -r now
