I doubt a single user would ever need 256 simultaneous connections, but -- judging by the name -- the setting might specify the number of connections allowed from a single IP, which would be different.

If you had a large number of users on a NAT'ted network, so that they looked to the server as if they were coming in from a single IP, maybe bumping the allowed connections up to 256 would make sense?
