make a copy of qooxdoo.js. I don't have this on my windows system and I

Normally you need bash+python, perl is only needed for another
alternative build system.
The best is to install cygwin under windows (www.cygwin.com). This is a
unix emulation layer for windows. Please be sure to select the following
packages as a minimum: openssh, rsync, python and libxslt
