Really? It would seem that since it's public domain, you have the right to do whatever you want to it, including modify it and put another license on the modified version. But I've been wrong about this sort of thing before.
My main objection to TinyMCE was that it does _too_ much. The application I have in mind only requires a small amount of formatting. Now that I've revisited TinyMCE, I see that there are quite a few configuration options that allow you to specify which buttons will be available to your end users.
