Well, good ideas that are not impossible to implement and are general

The right place is the EAP forum/newsgroup, and than the JIRA.
Even more, if the problem description is very exact with examples(or
simple to reproduce testcase), than there are great chances that it
will be fixed/implemented very fast.
AFAIK most of the existing features in IntelliJ are the result of
user requests/ideas.
I suppose they will be more than glad to get feedback from people that
are "heavily" using
some of the features (JS in this case : ), since this is the way how
IntelliJ is what it is.

First if the request it's totally new, on the forums/newsgroups(to discuss it), than a request in
the JIRA(the issue tracker):
If it's a bug than directly in the JIRA, and if it's important than a message on the forum to
"urgent" it's fixing :).
Since there are literally thousands of requests, the more the precise/detailed/exact a request is
the better is the chance to be implemented/fixed soon.
