hello i have a general question about qooxdoo.

I want to use qooxdoo as a gui for php applications. I plan to load
dymamicly created qooxdoo gui elements from php scripts using
qx.io.remote.Request's. This actually works good. But building a qooxdoo
application wit h the qooxdoo build process is not possible because I can't
know which classes are included in the response of the server. 
Currently i'm using a qx.js and i'm happy with it, only the locales are
missing. How can I include oder activate them, as far as I understand i have
tu build a qx.js my self, right? 
Or how would you suggest to create an environment where contents are loaded
from server?
