Putting a release out and marking it as beta, or at least giving SVN
users a week or so after code freeze to test out any fixes, wouldn't
require much in the way of resources. It might actually reduce the impact
on yourselves in that you don't then have to do another release if a
critical problem is found.

Regarding personnel, do you have anybody dedicated to testing? Even in my
currently very small team we have 1 1/4 developers and 1 tester...
