Maybe to add a bit to what Andreas wrote: All intellectual copyright to code and documentation of qooxdoo is owned by the respective contributors. This is 1&1 in many but not all cases, and you will find plenty of code within the framework that is copyrighted by other persons and/or organizations. In that sense the contributors "own" (and maintain ownership of) the code intellectually. The whole body of code and documentation of the core distribution, once contributed, is governed by our dual LGPL/EPL license, and if you wanted to commit to the framework itself you would have to comply with this (I.e. code and docs that are not governed by the dual license will not be admissible to the core distribution). The *qooxdoo-contrib* projects and repository are more liberal, and as the maintainer of a contrib project you are basically free to choose your license model, but we strongly recommend to choose a liberal license if you want to maintain compatibility with the core framework. So, in general, the licensing governs how users can "own" (make use of) qooxdoo code and docs. Beyond that, Andreas and the core developer team exercise "benevolent dictatorship" in that they basically decide which code goes into the core distribution, and which contrib projects are being set up. In that sense they "own" qooxdoo-the-project.
