I figured it out. I can make a composite control, like I had before, using a
container for the page content and a TabView for the tabs and set the "pane"
portion of the TabView to 'excluded'. This created a tab 'strip' exactly
like the older tabview did. This will work perfectly.
myTabView._getChildControl("pane").setVisibility('excluded')
