Short answer : yes, you can.
I'm not sure where to start in fact :

There is an availlable qoxdoo distrib in just one ot two js files but
the size is really big, especially for one or two widgets, but it
could work without problem, it will just be long to load.
The best way for production in your case will be to build yourself a
distrib of qooxdoo with just what you want : few widgets. So it will
be kept simple without Python scripts and small with just few widget
in it.
Petr did the system to make your build for having a qooxdoo all in
one. http://kobalicek.com/res/files/js/qxbuild.zip There is also
compiled qooxdoo from SVN with flowlayout and uploadwidget.
Then, I don't know myself how to make that qooxdoo distrib to contain
only that or that. You may try to hack Petr scripts ?
