Hi,

search for qxbuild in the mailling list archive.
I think this is what you are looking for but be aware this is not the  
"standard recommended" way of using qooxdoo but it works fine.
You also have to be aware that you won't have the optimizations done  
by the build system (search the doc for the build system for a  
complete list of benefit and optim done by the build system).
