I have found the solution. I need not to change the format.
I only need to change the language in "config.json".
{
"APPLICATION" : "....",
"QOOXDOO_PATH" : "../../../qooxdoo-0.8.2",
"QXTHEME" : "...theme.Theme",
"API_EXCLUDE" : ["qx.legacy.*","qx.test.*"],
"LOCALES" : [ "de","en" ],
"ROOT" : "."
}
The idea is from a other post.
