No mobile device currently has the power to run a typical qooxdoo application which is based on qx.ui controls. This is basically related to performance and memory limitations. These applications may start, but normally the startup times are not arguable for real applications.
The Palm Pre is like any other Webkit-browser based device able to run any kind of JavaScript application though. I, for example, currently develop a control collection optimized for the high end smartphones e.g. iPhone, Android-based, Palm Pre, etc. These are much more based on HTML/CSS and upcoming standards aka HTML 5, Gears, etc. Hope this helps.
