I'm a newbie too - even though I've been around awhile. The new version I found 
easier to work with by installing into it's own directory in the qooxdoo 
default directory structures etc so that dependancies aren't an issue, THEN I 
made a directory called apps right inside the sdk folder: 

F:\files\code\JavaScript\qooxdoo-0.8.2-sdk\apps

I changed my computer's "PATH" variable to include:  
F:\files\code\JavaScript\qooxdoo-0.8.2-sdk\tool\bin;C:\Python25\

Now QooxDoo is getting too complex to know all its detail unless you're using 
it very frequently in my opinion. Therefore, I personally do the development in 
the "config" I am presenting here which is pretty much stock and by the book. 
If I need to "Move my application" LATER to a different environment, I have a 
FIRM grasp of "It works here" so that if "its broken over there" my issues are 
isolated and attributable to the "move".
