This answer assumes the user is migrating an app that they developed
with a prior version of the SDK themselves, but what if you get the
source code from another developer and need to maintain it or migrate
it?  You wouldn't necessarily have the SDK from the original project
work.

Is there a way to tell the prior SDK version from the source or build
contents in the project files?  I see SDK version info in the
"manifest.json" file in the project root folder of my own projects, but
is this updated at any point by the toolchain, or is this only set
during the initial project creation step and only reflects which version
created the project structure originally?  

Along the same lines, does the migration script update the manifest
file?
