It might help you a lot to at least read the basic introduction into the 0.8 configuration system at [1]. This probably makes it a bit clearer that jobs are always located under the "jobs" top-level key, and then even [3] will provide that only a few pre-defined keys should show up at top-level (like "name", "include", "let",...).
