I do not understand your problem. widgets in qooxdoo take the space they
actually need:
http://qooxdoo.org/documentation/1.0/ui_layouting#sensible_defaults You can
adjust this values by giving widgets minSizes and maxSizes.

You should also become familiar with the dock layout. We have a nice demo in
which you can click on a widget and adjust the widget and layout properties
in real time:
