No, as far as I can tell there are no concrete plans to make such a
feature publicly available. As I tried to indicate, we have projects
going on in-house that have similar requirements, but it is not yet
clear to me how much support from the framework they actually need. If
they would need such an API it would come soon, otherwise I don't know.
Currently, there is not even an enhancement bug for it.

But that said, you are very welcome to open one :). A bug is always a
necessary step towards a new feature. Keep it on the conceptual rather
than the implementation level (like "loading class code into a running
app which is not known when building the app"), hinting at details like
translatable strings and resources, so we can consider implementation
alternatives.
