The base locale files are missing and then this happens:
- Processing translations for 12 locales...
- Base locale en not specified, trying to add it.
- Base locale sv not specified, trying to add it.
- Base locale pt not specified, trying to add it.
- Base locale es not specified, trying to add it.
- Base locale fi not specified, trying to add it.
- Base locale de not specified, trying to add it.
But the files are never created.
