You are right. I could reproduce this behavior if I move a row very slowly in one direction. If I move some pixel back, the stop symbol changes the move symbol.
I guest this is something for the core team. May be you should open a bug. By the way: It is possible to get the hovered row without using setFocusCellOnMouseMove(true)?
