Your best bet is probably to write a Firefox plugin. The new thing in FF
plugins is JetPack; I don't know much about it myself, though. NPAPI plugins
can do whatever they want (including writing files).

Under IE, you can only write to a low integrity part of the file system (the
user's LocalLow directory under Vista and Win7) even with a plugin. This is
because IE runs in protected mode; I think Chrome does as well, so it
probably also has this restriction.

You could potentially do this with a Java applet as well, but it would have
to be signed. I wouldn't recommend an applet, though, as there are huge
compatibility issues between JDK and applet versions.

You might also look at Google Gears; it's a fairly sophisticated open-source
plugin and thus might be a good source of ideas and code snippets.
