If you have run time problems (which I suspect you have not) there is an
experimental feature might want to try. In your config.json, in the job
that defines the parts, add
packages/additional-merge-constraints : true
This will be more restrictive when merging packages, so might result in
more packages being generated in the end. But it should get you rid of
the circular dependencies.
