It really depends in which context you are working. Java's 
SimpleDateFormat class [1] for instance doesn't even support 'Y', and I 
don't know how it would treat it. The old qx.util.format.DateFormat 
implementation has been a wild mix of support for different format 
characters, and it might well have been mapping 'Y' to 'y' silently  ... 
Thankfully, Gabriel has started to clean up the mess and implement an 
increasing conformance to the Unicode format standard, which should also 
play nicely with our Unicode CLDR data.
