yes there are plans to add CSS3 animations to the framework. First we plan to 
add them to the low level part to animate DOM element but after that, we plan 
to add animations to the widget set as well. Here is the specific bug report 
for widget animation you can add yourself as CC to stay up to date:

As this is a huge topic to get it done the right way, I can't promise it to be 
complete for the next release but we are working on it.
