My understanding is that any of the involved parties can "close" a pull 
request, but as it is like in a bug tracker I would only close such a 
request if it is "resolved", in one way or the other (either merged or 
rejected). As for outstanding pull request to the qooxdoo repo, if you 
don't see a comment from us we haven't had time to look into it.
