There is a plan [1], but it goes more in the direction of giving the
contrib authors freedom where they want to maintain the code of their
contrib. Github would be just one option.

In terms of new contribs, this should make things a bit more convenient.
You will still have to go through a registration process for the catalog
entry, though. For existing contribs, I think it is still the decision of
the contrib maintainer if and how he is willing to accept patches etc.

The issue of updating existing contribs will remain, independent of the
place where their code is maintained. If maintainers are not updating
their code, they're not updating. If this happens some people might find
it easier to clone on Github, in order to have an own copy which they can
fix. But in the end it is rather trivial where you get your copy from. The
hard part is the maintenance.
