There was a mistake in my explaination:
The second parameter indicates the flex, not the pane index.
add(Widget<http://demo.qooxdoo.org/current/apiviewer/#qx.ui.core.Widget>

But the solution is the same: just change the first flex number to "0", and it
works.
It indicates that widget size shrinks to fit its content, and not fill any
available space.

sp.add(elUpper,0);
sp.add(elLower, 1);
You have to add the widgets in separate panes, indicated by the "0" and "1" and
the end of the "add" method.
Then you can use setHeight() and it works.
