Or maybe to set up a publicly available CI system running contribs and qooxdoo tests alike, should there be a sponsor available for hardware and network resources? The issue is that the timescale for main Qx releases does not necessarily align with the workload of the contributors, so there's an element of YMMV if you upgrade a contrib. OTOH, it's a contrib not a proprietary patch and many contrib'ers are happy to accept patches.
