Is the qooxdoo a correct tool for such a task? Is there any internal
restrictions that wont let me to implement this design?
Yes, qooxdoo is the right tool for that use case.
I had a look on your screenshot and I see no problems to create that design
with qooxdoo Mobile.
The most of it can by done with our theming logic:
http://manual.qooxdoo.org/devel/pages/mobile/theming.html
You may add some shadows or custom CSS statement somewhere, but the biggest
part of the layout can be done with our logic.
For using the flat theme as the starting point you can copy the content of the
framework "flat" theme to your "_custom.scss"
qooxdoo/framework/source/resource/qx/mobile/scss/theme/flat
