Yes, I had miss to update the check of ARTS version.
It is now demanded that the ARTS version is v2.4.x.
(If you use a late v2.3, qpack should work but this combination will not
be supported. So upgrade to v2.4. Or on your own risk, comment out the
version check at the start of qarts2cfile.)
This should fix the bug reported by Wenyu.
