Frank is still having a problem:
very, very strange
I edited shortcut.conf and reenabled shortcut for menubar toggle
I deleted "state" entry, restart qpdfview, menubar not available,
shortcut make it visible, close qpdfview, restart, menubar disabled
I delete ~/.conf/qpdfview completely, start qpdfview, no menubar at all :-(
I only can enable it by using shortcut
