It does obviously depend on how most people use the highlight feature, i.e. whether or not most people actually do add text to highlight annotations. For me, I never even thought about adding text: I highlight so that I can see the main points and the structure of an argument or article. If I wanted to write a note, I would just do that, without an additional highlight. I would think that people who do want to add text to every one of their highlight annotations generally highlight fewer text passages compared to someone like me who uses it like this: https://i.imgur.com/atrRUSY.png That means that it would save people like me more hassle than it would add for the other group, and we would have a net positive in usability.
