Pretty much, unless you have access to the underlying wiki config
files to check if it's enabled. It's disabled by default, so I would
guess that it's not turned on.
If anyone has admin rights, just setting the variable "refresh" in
multiconfig.py or wikiconfig.py to 0 should do the trick.
