You can sign a RLA, located at
http://www.redhat.com/solutions/specifications/amqp/ among other
locations which
will give you access to review and comment on the spec. To become a
"committer" on the spec, you get voted in by the
spec PMC on your understanding of the spec and contribution merit to the
spec, or the company that you work for
can also join.
To make it simple RLA's can be faxed to me.
