The files README.txt, NOTICE.txt and LICENSE.txt have to be in the top level directory too. I have created these and checked in to svn allready. The release_docs directory should be in the top level. (I will move that) The read me files that goes into release_docs dir should be release specific and the top level ReadMe is gives more general informaiton. Lets keep this open until we update the ant tasks to add the files to the release jars.
