yes I guess we need to have a compilable build and also it should be able to build a binary distribution.

Is the source release supposed to be capable of building the release candidtates(so an alternative to a svn checkout) or is it purely the source required for compilation? I have made the changes to allow the releases to be built but if this is our goal then perhaps simply including the java and spec dirs (excluding .svn) should be what we do.
