We have quite a few people that are active and are providing us patches that are not committers on the project. It would be nice to be able to mark that they are working on something in JIRA. This begs the question if we should allow non-committers broader jira access, and if so, what is the criteria?

If we where to create a policy for non-committer JIRA access what should it be - email participation? submitted patches? open for anyone who asks?

I would say that we would want good a level of patch submission, and email participation and not just provide it to anyone that asks if we decided to take this route. I believe that the key thing is that we discuss what we want to do and apply it consistently in the future. no non-committer access JIRA, or JIRA access based on some policy.
