I checked the minutes today, and yes this is correct.

There is a discussion of the process over on the AMQP-DEV list, so I
won't go on too much.  It is reasonable to assume that given proper
management of the PMC and it's members concerns that the WIP can be in
0-10; but it is *not* a certainty.

To behave as if it were would be to disrespect the process and the
members of the AMQP community.
