Resolution: Fixed
Renamed method in Subscription.java from hasFilters to filtersMessages as this
is more accurate.
SubscriptionImpl had a couple of places where noLocal was not accounted for.
Also SI contained unchecked calls to on the result of getPublisher. Which
should never be null but may be null if a persistent store loses the publisher
information.
