Martin Ritchie resolved QPID-459.
---------------------------------

    Resolution: Fixed

Renamed method in Subscription.java from hasFilters to filtersMessages as this
is more accurate.

SubscriptionImpl had a couple of places where noLocal was not accounted for.

Also SI contained unchecked calls to on the result of getPublisher. Which
should never be null but may be null if a persistent store loses the publisher
information.

> Broker doesn't correctly handle noLocal consumers when messages are
> pre-exisiting on queues.

> If there are messages existing on a queue that were published by a consumer
> with nolocal set running the test twice will cause the second run to get the
> first message as the queue is not correctly flagged for filtering.
