Qpid C++ client appears to send heartbeats unnecessarily

When running the topictest that comes with the C++ codebase, with -trace set, I
see a lot of heartbeats being sent:
SENT: Frame[channel=0; heartbeat]
This is during periods of high activity where I do not expect to see them.
