Configurable receive timeout

Some tests are failing because of the receive timeout that is too short. I
would suggest that we update the tests for using a timeout configured at the
QpidTestCase level. This will have several advantages like: - making sure that
all tests are using the same timeout - allow us to run all the test with a
blocking receive (i,e, timeout=0).
