This patch moves the mgmt-cli tool into python/commands as "qpid-tool". This
will make it easier to deploy and to use (main.py is not a very descriptive
command).
A bug was fixed in qpid-route where an exception was raised after deleting a
route that was defined with a non-existent exchange.
